Who we are.

Kevin Carlascio, PLS

After watching an episode of NOVA on PBS highlighting the Central Artery Tunnel Project in Boston, MA, aka, "The Big Dig" Kevin was mesmerized and intrigued, to say the least. At the time he was working in sales earning a Business degree at the University of Montana. However, this world in Boston consumed him. He wanted to be a part of something bigger. Eight months later Kevin, his bride Stacy, their two young boys, Dominick and Anthony moved to Washington state where Kevin could pursue an Engineering degree. The goal, to be a part of a highway mega project.

In 2004 Kevin was hired as a Survey Technician with Thomas F. Upton Land Surveying. This is when opportunity met preparation! Kevin's world changed, he was exposed to the amazing and history centric profession of Land Surveying. He was hooked! Tom mentored Kevin, they worked on a variety of survey projects such as; Short Plats, sub division design, Records of Survey's, and Topographic maps. In 2006 Kevin was offered a position with the Washington State Department of Transportation, WSDOT. His career highlights have included the I-82 Valley Mall Blvd. Interchange, US-12 Highway Improvements, I-90 Snoqualmie Pass. In 2016 Kevin began to oversee the survey scheduling and mapping for the Federal court injunction for Fish Passage. Since then, his team has successfully mapped and delivered 400 bathymetric and topographic maps to clients across the country.

Kevin began teaching as a adjunct instructor at Yakima Valley College, YVC, in 2009. He continues to teach MicroStation, InRoads, OpenRoads and three Land Surveying curriculums; Plane, Intermediate and Advanced. Since 2011 he as served as a board member for the YVC Education Advisory Committee. It is with these platforms where he pursues new talent and is dedicated to find students a new career path in this amazing and enriching career.

Since 2006 Kevin has been an active member of the Land Surveyors Association of Washington, LSAW, and has served as the Columbia Cascade Treasures from 2017 to 2023. From 2024 to current he resides as chapter president. In 2018 Kevin was named Associate of the Year by his peers at the LSAW.

Kevin has a passion for the Land Survey profession and more importantly thankful to the good Lord that gave him the abilities and opportunities he has been presented. He believes hard work and dedication are top priority.

He instils these values in life and all who he encounters.
